CII Bihar organizes second Healthcare Bihar: Current Status & The Way Forward

CII Bihar in association with Department of Health, State Health Society and UK aid organized Healthcare Bihar 2012: Current Status and the Way forward at Patna.

Billy Stewart, Senior Health and AIDS Advisor, DFID India, British High Commission while addressing at the Inaugural Session in Healthcare Bihar 2012, mentioned that that Bihar is one of the populated state in India and it had its significant health needs. He highlighted on the existing PPP models in this sector in the state. He also suggested the areas like training, infrastructure and health facilities like diagnostic services, ambulance services in which PPP models could work. He also addressed the need of private investment in term of PPP mode in opening medical colleges.

Mr. Sanjay Kumar, IAS, Secretary, Health Dept., Govt. of Bihar deliberated on the current status and road map for health sector. He said that at present government had invested 1.3% of GDP on the healthcare sector and a 2.5% of GDP would be invested by the end of 12th five year plan. Bihar is the third most populous state in the country and 2% of doctors are there in rural area where 89% of its population is residing. Bihar is having shortage of physical infrastructure and manpower in healthcare, he highlighted. In the coming 5 years, Bihar healthcare sector is expected to be better than the national level. Due to shortage of healthcare facilities in rural areas, 48% of children are born at home. In rural areas girls are getting married by the age 16 and by the age 19 they become mother which is not good for the child’s health. This year government has a budget of Rs.2000 Crores for healthcare which will improve medical facilities for the state. A survey has been done by the government by deploying Axis International , which says that 11% of income, a family spends on medical expenses, he mentioned. Currently, Rs.6000 Crores needs to be invested in health sector which can be easily possible through PPP module.

Mr. Vyas Ji, IAS, Principal Secretary, Helath Dept., Govt. of Bihar while delivering a Special address in the inaugural session, mentioned that the state is bound to provide affordable healthcare services to people and opening up of new medical colleges. High cost hospitals which provided expensive services is not affordable to general people. So there is a need for affordable treatment and it could be possible by adopting PPP models. He requested private players to come in the state and invest in this sector with a motive to serve common people. At present there are few challenging issues which are still a concern, i.e. child marriage, sex-ratio, etc. So, he suggested NGOs have to play  a very active role in this sector.

Shri Ashwini Kumar Choubey, Health Minister of Bihar, after unveiling the “CII Healthcare Vision 2018 – A Road map for Bihar”, highlighted the need for affordable healthcare and motive to serve common people. Before talking about the health infrastructure development and PPP mode in this sector, the primary need is to bring in awareness among the people about the health and hygiene. Lack of awareness on hygiene may give birth to many health related problems. So its better called prevention is better than cure. And for making this possible the state government has been doing a one-month Jan Chetna Yatra from the last two years. He mentioned that not only allopathic treatment and medicine should be encouraged, Ayurvedic treatment also needs encouragement.  The state government is agreeable to run healthcare services in PPP mode mainly in affordable health care facilities with super specialty services, mobile health service, telemedicine, etc. He said that Health should be a service and does not make it a business. He appraised investors for coming and also invited them to invest in this sector in Bihar by assuring them to provide the maximum possible help.

Shri Sushil Kumar Modi, Deputy Chief Minister of Bihar, unveiled the “CII Investment Climate Study Report of Bihar”. While delivering the Inaugural Address , he highlighted the government’s initiative in providing maximum facilities to patient at the government hospitals by distributing free generic medicines and free treatment. He highlighted his concern by mentioning that at present the government is facing shortage of doctors and trained technical staff and emphasizing on the need of PPP for opening medical colleges to produce quality doctors in the state. He welcomed the centre’s suggestion to start a 3 year course after the 10+2 for those who are interested and later on after completing it they would get a new designation and be placed in the rural part of India. Health services is among the 10 thrust areas of the Bihar government as per the new Industrial Investment Policy 2011, he mentioned. But for the development of this sector and to attract investment from the healthcare fraternity, there should be a good policy on Healthcare. He also talked about the immense opportunities available for investment in PPP mode in this sector.

Commenting on the relevance of the report, Mr. Pradip Bhowmick, Executive Director, PwC India,stated  “The vision document is an effort to undertake an exhaustive analysis of the current healthcare indices in Bihar,evaluate the challenges in the delivery of Healthcare across the state and suggest a road map for moving forward. The idea is to inspire positive and inclusive growth in the Healthcar Services which the Government is keen to deliver in Bihar.”

Mr. S P Sinha, Chairman, CII Bihar State Council delivered the Welcome address while Mr. Pramod Sharma, Past Chairman, CII Bihar State Council delivered the Vote of Thanks. The Conference also had two technical Sessions on Affordable Healthcare and PPPs in Healthcare.
