A comparative status on the Industrial Policies of the states of: Andhra Pradesh, Goa, Gujarat, Karnataka, Madhya Pradesh, Maharashtra and Tamil Nadu has been compiled. Certain key parameters have been identified viz. land policy, labour, business facilitation, infrastructure, industrial promotion subsidies/assistance, policies for the MSME sector, stamp duty (exemptions/reduction), electricity (waiver/reduction), entry tax (exemption/reduction), policies on skill development, sector specific policies etc.
Key policies with respect to these designated parameters have been highlighted to give a comparative picture.
A few common features noted across individual state policies have been:
Focus on land acquisition, formation/intention to form Land Banks
-
Infrastructure has received a priority focus in consonance with the national need to create and upgrade physical infrastructure.
-
Enhanced efforts being made across states to promote the MSME Sector
-
A focus on Mega Projects and attempt to facilitate these projects through customized incentive packages.
-
Thrust on business facilitation measures through initiatives like single window clearances and e governance measures
The policies clearly reflect reformist undertones and a change in government mindsets. While several of the policies are commendable, the issue is that of speedy and effective implementation of policies which in no uncertain terms underlines the necessity of a system of good governance.
