Global Launch of Global Innovation Index Report 2019

"We are happy that India has made a significant progress from 81 rank in 2015 to 52 in 2019 as revealed in the Global Innovation Index (GII) report of 2019 and that the culture of innovation is occupying the centre stage of Indian economy", said Mr Piyush Goyal, Hon’ble Minister of Commerce and Industry and Railways, Government of India. He further stated that as the 6th largest economy in the world and soon aspiring to reach the 3rd spot, India has recorded the fastest jump in innovation index in 5 years. He highlighted that today 37 out of 40 GII top ranks are held by higher income countries. India would like to seek help from WIPO for improving government role and IPR culture to accomplish better, brighter and more prosperous future for all Indians. He stated that the Indian Government will work as the facilitator, not as the regulator for fostering an innovation culture in the country.

Quoting from the great Hindu religious text of Upanshad, the Minister mentioned that as the bees and birds always move forward, mankind needs to also move forward for ushering in progress and prosperity for humanity.

He talked about the mammoth and ambitious healthcare programme of Government of India, Ayushman Bharat, which not only promises curative but also preventative healthcare of citizens of India.

He emphasized on four actions as mentioned by Hon’ble Prime Minister of India such as innovation leading to patents, production of patented technologies, thus ensuring prosperities of people.

He sincerely wished that India should soon be positioned within top 25 innovative nations, as envisioned by Hon’ble Prime Minister and eventually should be rank within top 10 countries.

Dr Francis Gurry, Director General, World Intellectual Property Organization mentioned about the importance of innovation for economic strategy. He highlighted that with the understanding of impact and innovation, record number of scientists and researchers are working across the world to solve critical problems.

In his special address, Mr Ramesh Abhishek, Secretary, Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry mentioned about focused efforts by the Government of India to strengthen the innovation ecosystem of the country. He highlighted that several initiatives in IPR administration have resulted in a two-fold increase in patents and fivefold increase in the registration of trademarks. He further stated that the start-up ecosystem has been a critical part of innovation ecosystem in India. Special windows were set up to examine and grant patents for the start-ups; a patent was granted in the record time of 67 days. He further mentioned that under Atal Innovation Mission more than 5000 Atal Tinkering Labs have been set up in schools to trigger innovation among 1 million school children.

Mr Naresh Prasad, Assistant Director General and Chief of Staff, World Intellectual Property Organization mentioned that GII assesses 129 global economies against 80 indicators to position the countries in innovation map of the world. He announced that India has emerged as the most innovative economy in the Central and South Asian region with Bengaluru, Mumbai and New Delhi as the hot spots. He further mentioned that Artificial Intelligence, genomics and mobile applications will transform healthcare in both developing and developed economies. India has emerged as pharmacy to the world with the development of new drugs and medical devices. Healthcare delivery service also has also been developed well in India. He mentioned that the top 10 ranks in GII are Switzerland, Sweden, USA, Netherlands, UK, Finland, Denmark, Singapore, Germany and Israel. Discussing the GII report of 2019, Mr Prasad has declared that India has moved up to 52nd position.

While addressing the audience, Dr Naushad Forbes, Past President, CII and Co-Chairman, Forbes Marshall mentioned that GII provides detailed benchmarking for countries wishing to improve their innovation performance. He stressed that R&D investment by Indian firms must grow by five times and funding of R&D in higher education must increase tenfold.

In his Welcome Address, Mr Chandrajit Banerjee, Director General, CII highlighted that industries get credibility through GII, which in turn leads to innovation and development of every sector in the nation. He further mentioned about CII’s initiatives such as Global Innovation & Technology Alliance (GITA), PM fellowship for doctoral research, IP facilitation centres in the states, industrial innovation awards and corporate start-up connect, which reinforce innovation ecosystem of our country.

Mr Rajiv Aggarwal, Joint Secretary, Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, Government of India thanked all the dignitaries from India and abroad, stakeholders and participants.
