Government set to resolve long standing issues including amendment of IBR
Mr. T.S.G. Narayannen, Secretary, Central Boiler Board, Department of Industrial Policy and Promotion while speaking at the “Seminar on Boiler Industry: Identifying Challenges and Opportunities” organized by Confederation of Indian Industry shared that amendments in the IBR for the facilitating growth of boiler sector are being discussed and deliberated at the committee set up for deciding the amendments. He said he is hopeful that these amendments would be approved in the next Central Boiler Board meeting that is scheduled for February 2013.
He acknowledged that CBB has received recommendations from CII Boiler and Unfired Pressure Vessel Division for criterion for Boiler Manufacturers. He assured that the recommendations are under consideration and would be taken up at the next board meeting. Mr Narayannen welcomed any new proposal or suggestions from the industry that could help the growth of the sector.
He further said the government is moving towards electronic filling of drawings and documents for approval. He added Boiler boards in some states have already moved started accepted applications electronically. He agreed that digitization and electronic approval process it very much desired to speed up the entire process.
Earlier in the opening remarks Mr A V Krishnan, Chairman, CII Boiler & Unfired Pressure Vessel Division, described “the uncertainties of the industry” as “temporary” and a means of finding opportunities. He mentioned that the industry is facing problems in getting new orders but we are not faced with this situation for the first time. “We have seen such times in past and survived it. There is no doubt that we would again bounce back and would see healthy growth in near future”; he stated.
Mr Ramakrishnan, Managing Director, Vessons spoke about need to focus on survival in this critical period and also shared some of the opportunities arising in area of bio-mass and municipal waste.
The issue of IBR Code’s limitation of not allowing a free hand to engineers to referring to international codes was raised by Mr. A.J. Patil, Director Engineering, Alstom India. Mr. J.R. Bhatia, Executive Vice President, ISGEC mentioned that IBR should have provisions for well-known boiler makers and scope for inclusion of new technologies.
The seminar witnessed active discussion around latest trends including, use of bio gas and municipal solid waste as fuels, and other widely accepted challenges like, land acquisition and low consumption of energy. National and global experiences bringing out these trends and challenges were shared by eminent speakers like, Mr Gaurav Dave, Joint Secretary, NMCC; Mr K K Sharma, ED, NTPC, Mr. K.C. Rao, Head Enginerring, L&T MHI Boilers; Mr. Mohinder Nayyar, ASME; Mr. Halingali Vidyasagar, Country Head, SAARC Region, Bosch; and Mr. K Swaminathan, Vice President – Energy, South West Asia, Lloyd’s Register.
