Inclusive growth is the key focus for overall development as highlighted in the 11th Plan and also as envisaged in the 12th Plan discussions. The economy has done well on the growth path during the 11th Plan period, but not so well on the inclusion front. It is suggested that in order to make planning more inclusive, it is important to have State level and district level planning. District planning is the key ingredient towards inclusive growth and development. CII has taken the agenda of district planning in various states. Envisaging this approach, District Development Plan for Visakhapatnam has been conceived and strengthened through this study report.
The present district development plan focuses on identifying the current status of the basic needs of the community and the gaps that needs to be addressed so that there is an improvement in the livelihood standards as well as the growth of the economy of the district. Key areas covered include education, health, road connectivity, power, agriculture, industry and economy, water conservation, sanitation, skill gap and employability, etc.
